IRS Publication 502 counts diagnostic devices and items used to diagnose a medical condition as qualified medical expenses. A home pregnancy test is a diagnostic product, so it's FSA-eligible, and it's one of the items you can buy without any prescription.
You can pay directly with an FSA debit card at pharmacies and many retailers, or submit the receipt for reimbursement. Related family-planning and fertility-diagnostic items — such as ovulation test kits — are generally treated the same way.
The eligibility is about the diagnostic purpose. General pregnancy or baby supplies that aren't diagnostic or treatment (ordinary formula, most baby gear) follow the regular rules and aren't automatically covered just because they're pregnancy-related.
