This applies even though newer watches include heart-rate, ECG, or blood-oxygen features. The IRS 'general health' exclusion and the dual-use nature of the device keep it off the eligible list — it isn't purchased primarily to treat or diagnose a specific condition.
Dedicated single-purpose medical devices are treated differently: a doctor-prescribed heart monitor, glucose monitor, or blood-pressure monitor whose sole function is medical can qualify. A general smartwatch that happens to include wellness features is not the same thing.
